A Nottingham allotment site destined for change

The Radford Bridge Road Garden Holders' Association Limited (RBRGHA) have been granted Outline Planning Permission subject to Conditions (on appeal) to develop part of their Wollaton allotment site off Russell Drive as a residential area of a maximum of 110 houses and to restore/regenerate the remaining allotments [see TheSite/Planning&Development for details]. A six-week deadline was set by the Planning Inspectorate from the date of their Decision Report during which certain types of complaints and objections may be submitted. This period elapsed on 19 June 2014.
The next stage is for the developers representing the RBRGHA - Commercial Estates Group (CEG) - to seek approval of Reserved Matters with Nottingham City Council (NCC) in order to gain Full Planning Permission. There are certain Conditions set by the Planning Inspector before any work can begin on site; this includes additional ecology work and the production of management plans for the site, all of which require the approval of the NCC.
It is therefore likely to be some time before a timescale is set for the commencement of work on site; CEG will be seeking a building company to purchase the proposed residential area.
Update February 2015
Well, it is nine months since the Appeal Decision Report was issued, and still no news of plans and timescales. No Reserved Matters submission has been received by the NCC, and the RBRGHA informed gardeners in September 2014 that no timetable is available for the start of development work. Whilst no news may be good news, it does not help plan the gardening year...
Update April 2015
April has soon arrived, and with it a legal Notice to Quit for all the gardeners and shareholders. The site has to be vacated by April 2nd 2016, and we are required to remove all produce, gardening equipment and tools by that date. So if anyone has storage room for a few dozen sheds and greenhouses plus a multitude of water butts, paving slabs and soft fruit bushes please let us know... we can probably cope with the tools. The majority of our trees are not transferable. So, the earlier no news was not good news.

As at 1 January 2016 no Reserved Matters appications have been received by the Nottingham City Council. However the developers have submitted a request for approval of Variations of a number of Conditions set by the Planning Inspector, which are awaiting consideration. They appear to seek clarification of the phrases such as '... before any development commences' in order to gain consent to carry out certain of the works when the Conditions applying to that phase have been achieved, rather than Conditions applying to the whole site development. The formal title is "15/03129/PVAR3 | Variation of conditions 1, 6, 11, 12, 13, 14, 15, 16, 17, 18, 19, 22, 23 and 24 of outline planning permission reference 12/01583/POUT in order to facilitate the phased delivery of the development. | Allotments Rear Of 108 To 150 Russell Drive Nottingham" and this can be accessed here:- {link}

Some planning activity is taking place on the allotment front:-
The gardeners have been given a choice of two options by the PR company acting on behalf of the developers (Beattie Communications):-
1. Relocate to a new plot to be provided in April/May 2016. These new plots will be in the north-east of the site and are limited in number. Assistance will be given to help these gardeners move from old to new plot.
2. Take a one-year break from gardening, and take up a new plot in Spring 2017, with a wider choice of plots. A veg box is being provided to compensate for the loss of produce. The provision of a storage container is being investigated for items which are currently stored in huts, greenhouses etc; provision of space to store plants such as small fruit trees and bushes is unclear at the moment.

In both the above cases, the developers will provide a shed or greenhouse if the current ones are immoveable. A hard-standing area will be provided on each plot for this need. The allotments are to be to Silver-Guilt standard, which is defined by the Nottingham City Parks and Open Space Department in the Allotment Action Plan 2012-2015.
